According to Juan Manual Garcia Passalaqua in a "NOTIUNO" interview, the PPD lost the battle for Vieques.
The Navy has told Sila straight foward , WE WON'T LEAVE!, and adding hurt to injury when she requested that the Navy not bomb on September 23, they said, YEA RIGHT! GET OTTA HERE, NEXT!
Despite that the Navy accepted that the issue of Vieques will take their upmost "attention" National security goes first they said.
Sila gave orders to her constituents to back off and wait until 2003. Although the Navy has expressed that THEY WILL NOT LEAVE IN 2003, Sila wants the standoff to end. WHY?
She expects to push her 956 investment alternative through an ever more conservative Congress full of Republican right-wingers and doesn't want to raise waves.
Given the intransigence Navy, Juan-Ma said that the only thing left for us on the Vieques issue is "MASSIVE CIVIL DISOBIDIENCE!"
He said that Sila was intimidated by the age old CUCO AMERICANO, which practically told her, STOP IT OR WE'LL PULL OUT THE WELFARE!

The Puerto Rican Senate President has started to send out feelers to form commitee's for a Constitutional assembly.
Statehooders don't want this because it may snowball into demanding rights from Congress and thus antagonize the Washington establishment. Statehooders are coming to the conclusion that the most they can get from Congress at this point is to make Puerto Rico into an INCORPORATED TERRITORY thus opening the door to federal taxation and eventual statehood......................
