You dont negotiate independence,you demand it
it is a right,not a privilege granted by a
colonial power,as opposed to statehood which
many in their humble and servile positions
implore for.
As a state Puerto Rico the federal govt. can
just take Vieques"for security reasons"and
the statehooders would of course oblige since
they went from "ni un tiro mas" to go ahead
bombs away.
