high speed internet access?

i am looking for a true high speed connection in puerto rico. The cable modem connection i am using now only reaches speeds of 21Kbps Uploads and 61Kbps Downloads.... this is no faster then a 33.6 modem!

Is there anyway i can get a connection closer to 500k upload (true cable modem speeds)??
