Looking for Long lost brother from New York?

I live in Tulsa Oklahoma. I was born in brooklyn NY and my father had a son before me and my older brother. His name would be William Victor Santiago. His mother is Name Was Carmen. He possibly lives on the east coast still. I hope some one could give me some info. on him. He was born on a labor day weekend and he should be around the age of 32, or in his mid 30's. My father would love to see him but he doesn't know that im doing this, it would be a great suprise.
