I do not know if you are still looking but I have been out of the post for some time . Went over some of the info you give and you should be able to send a letter via the social security locator service. It takes about 30 days. I have posted the instructions on this website. You can do a username search and find it and if not you can email me.
Got to clarify some misinformation posted.........The Freedom of Information Act does not give you access to IRS information. There are only specific records it gives you regarding other persons besides yourself.
It does give you access to a deceased persons information. Also, Registro Demografico does not give information via telephone. You must submit a written request for the birth certificate with the applicable fee. Also, you should explain why you want it. If he were deceased you could also request the original SS application. Request his baptismal record from the church in the town where he was born. That usually gives great info. and they dont seem to mind sending it to you as long as you send a letter explaining the nature of your request. Also, voter registration information is accessible to the public. If you need the addresses to any of these places please email me.
