jasenj,
LThe beach is call Flamenco Beach. It is true, the sand is white and the water is beatiful, very good for snorkeling.
You can take a Ferry from Fajardo to Culebras and then take a "taxi" to that beach (~$2/person)

I grew up in Culebra. I can not tell you how beautiful it is, there are no words.
No traffic, no red lights, peaceful.
Beautiful sites, gorgeous beaches, water is so clean it almost looks like you are floating in air, sand clean, white and soft.
You can walk to anywhere in the island but if you preffer you can rent a Jeep.
By Ferry is about 5.00 R/T, by air from SJ is 20.00 one way, 10.00 from Fajardo one way.
Enjoy Yourself!!
