Who may perform marriages in PR?

According to the law in PR, who is legally allowed to perform marriages? Is any licensed minister in the US allowed to officiate a wedding in PR? Or does he have to register with the local government and show proof of his ordination before being able to marry a couple? Thanks in advance!
