Rooster Noise in PR

I just moved to PR and live in a rural area. I live next to neighbors who have over 70 roosters on their property (each one in a separate cage): the constant noise (crowing) in unbearable. Anyone know of any law that I can use as a basis for a (noise) complaint in court? Thank you.
