registering and insuring a car purchases

Greetings ~ We are wintering in Aquadilla 2010 and getting really high quotes for a car rental for our vacation period fo three months so thought we'd buy a "junker" to use for our vacation. Can a vacationer buy, register and get insurance for a car in Puerto Rico while on vacation? Any and all advise would be much appreciated.
