Talking The answer is simple....

It is because Puerto Rico is not a soverign nation, but a Colony, "Commonwealth", "U.S Territory" , or, as you can also call her, "Estado Libre Asociado,"(As Puerto Ricans in Puerto Rico call her officially) of the United States of America.

To be in the United Nations, you must be a soverign nation. If you are not a soverign nation, you can still have hearings and benefits from the U.N and their many committes and the international community, but you can not be represented officially with your own delegation, only by the soverign nation that has control of the colony.

Puerto Rico is considered a Trust and Non-Self-Governing Territory and falls within Chapter XI of the United Nations's charter. Normally Trust territories are overseen by the UN's International Trustee System whose objectives are, among other things, to promote the political, economic, social, and educational advancement and to encourage their progressive development towards self-government or independence.

If you want to read a draft resolution from the UN Special Committe on Decolonization requesting that the United States expedite Puerto Rico's self-determination process, here is a link to the UN document:

Nacho,
Your information on Puerto Rico is incorrect. Puerto Rico is not a trust territory. Puerto Rico was removed from the UN's list of non-governing territories and colonies in the 50s. The UN considers Puerto Rico a self governing state. Under US jurisdiction, it is considered a un-incorporated territory. The Trust territories were pacific based islands such as the Marianas, Palau, Micronesia, etc..etc. Islands that where put under US supervisor by the UN with stipulations that eventually be given the powers to govern them selves. I can not state the UN resolutions right now, because I am moving and all my books and research documents have been shipped out, sorry
