finding a death certificate

I need someones help in finding a death certificate. My daughter alexis was born October 07,1998. Her father was then deported back to puerto rico (somewhere). Well then i got a call in April of 2000. I was told he was dead. well last year i started to look into his death to get social security for our daughter.( it is rightfully hers). well puerto rico doesn't want to give me a death certificate for him. he was not on the birth certificate because he was deported back over there before i got a chance to get with him. i have sent letters to his family in texas and they don't reply to me. if anyone can get this for me. i have all the information on him to get it. iwould appreciate anyone's help.
