I means two things, either "I want you" or "I love you"
If you want the meaning to be clear you add mucho as in:"Te Quiero Mucho" and that clearly says "I love you very much" it is not a word by word translation, you must put these word in the context of a sentence, a poem or a song. If you say "Te Quiero Mucho Baby" that is perfect to say or sing to a child or a loved one. As in: "Te Quiero Mucho, mi Amor, I love you, baby!" (Color Me Badd).
