Whether they are born in the USA or not.

As a Puerto Rican resident who is eligible to vote on the island, when you move and become a resident of any state for 1 year or more you lose your right to vote on a plebiscite....I would assume, correct me if I'm wrong. This makes me wonder, a born citizen like I can vote for the presidency no matter which state I reside in. I could even vote in absenteeism if I happen to live out of the country. Many American Israeli's were allowed to vote for the presidency this past election in Absentee. So why do I lose my constitutional right to vote if I move to PR?

Citizens?

Worse than that Jane, the health and safety of the people in Vieques isn't worth anything according to the actions of the U.S. government.
The navy "left" on May 3 2003, today half of the island is still closed.
Why? , because of unexploded ordinances or UXO's
Whenever the navy finds one, they just blow it up where it is.
That is no different for the population than when the navy was doing maneuvers here.
The wind blows from the bombing area over the civilian area, bringing fumes to the populace.
When the navy stopped practicing in Massachusetts they exploded the bombs in huge containers or just removed them from the land.
I guess the navy thinks that a life in Vieques isn't worth as much as it is elsewhere.
The navy has used depleted uranium on Vieques, which has been proven to cause cancer when used in the first Iraq war.
Would they have done that in the states? I doubt it.
The cancer rate in Vieques is very high.

Laplaya it is hard for me to speak about this subject. It makes me EXTREMELY FURIOUS. ! I am convinced my mother is dying because of this environmental pollution. And I am trying to come to terms with it. Her life might be shortened because the Navy thinks Puerto Rican lives aren't worth anything.

That our island is expendable and so are its people. That makes me REALLY REALLY ANGRY. So, I am sorry but I can't participate any longer in this thread. And to those doubting Thomases out there who mock people who get cancer and defend the actions of the USA navy. SHAME ON YOU. Your lack of humanity will be your downfall and shame in the long run. Any person who is willing to sacrifice their own people to defend a corrupt regime deserve all the desprecio and shame that is their destiny.

Ok I see the vieques issue is sensitive for many....

But what about the right to vote for the presidency? If Bush moves to PR does he loses his right to vote or only Puerto Rican decendants?

My tarjeta de identifcacion electorial just lets me choose between the lesser of two evils.
If the right to vote were important, we would not have it
