HR 900 Probably Not Going Anywhere
This short bill whose status is presently "PLACED IN THE UNION CALENDAR" what ever that is, is probably going no where. Jose Serrano, D/NY is the lead sponsor of this cause. Take a look at S1936 sponsored by Senator Ken Salazar- Democrat from Colorado; he wants PRs to consider INDEPENDENCE and the option of "Seeking NATIONHOOD in free Association", which on the surfaces seems nothing more than a renaming of Estado Libre Associado aka Commonwealth status. The status game is nothing more than that; all these politicians know that the issue has been gridlocked for decades. These bills are efforts in futility. Until the gridlock is broken I wont hold my breath."

We basically view this option as a cornucopia of benefits, and we all should know what that means by now. Statehood is a problem for Americans. It's basically for the following: If Puerto Rico were admitted to the union as a State..... 1- The size of the island's population would be an asset for us, in terms of political empowerment. It means that the island would have EIGHT votes in the electoral College, enough to decide a closed election. The biggest problem might be that Puerto Ricans might vote Democrat. Why? Its the party that gives out welfare. Who in their right mind would vote for Republicans, The party that cuts welfare. Therefore Republicans surely won't be too happy with a Puerto Rican state, but who cares. 2-Our voting strenght would be equal or greater to 26 "English speaking states!" With such voting power, no presidential candidate could ignore the problems and aspirations of the American citizens of Puerto Rico. 3-The Puerto Rican delegation to the House, with no less than six Representatives, would out number 22 states and be equal in terms with delegations from Arizona, Colorado, Connecticut, Oklahoma, Kentucky and South Carolina. 4-Six Congressmen from the island, together with three congressmen of Puerto Rican origin already seated in the House, would make up a delegation of 9, WHICH IS LARGER THAN 32 STATES, equal to those of Missouri, Tennessee, Washington and Wisconsin. ¿Y a quien le amarga un dulce? , like they say in Barrio Mangó. However what Puerto Rican statehooders never count on is the will of the American people to actually give in and grant us all these goodies. On the other hand all this political power will undoubtly empower other hispanics to join us in a congressional coalition that will be massive. Gringos would then be faced with of a huge, mostly poor ethnic pressure group, which many feel wants to get more welfare and impose bilingualism, a la Quebec. To add frosting to the cake, we'll be the poorest state, poorer than Mississippi. This in turn reinforces the PERCEPTION that we'll be free loaders, we don't want to work and live off welfare and the American tax payer, as described in THE ECONOMIST last year. With high crime rates, shoot outs in San Juan, and "Los papeles flojos" of the Nuyoricans in the U.S. is it any wonder why Gringos look at Puerto Rican statehood with horror? However not all is lost. The WRITTEN laws of the nation might still work in our favor. After all America is a nation of laws. They can't just set us loose to swim with the sharks. This is basically SLAP's argument. Americas would NEVER set us loose, despite national interests. However I also think Gringos aren't Pendejos. Are they willing to cave in and give us all that political power "POR DAME ACÁ ESTAS PAPAS". What's in it for them? Nonetheless one can never say never, but isn't it strange that WASHINGTON KEEPS POSTPONING OUR STATUS PROBLEM despite that they already know that Statehood will win a plebiscite by a huge margin. MMMMMMMMM Why is it? |

The issue in my view
While I agree with a lot of what you have to say; I think that the real issue is the need to refocus the efforts of the people in Puerto Rico and work to better the issues that are affecting the here and now instead of pursuing a course of change [namely the status question] that has held back a lot of progress for decades. I am not disagreeing that this issue is not significant , indeed it has to be addressed, but the need for jobs, housing, crime reduction, teenage pregnancy reduction, and others are more pressing and more directly affect the people than the, largely speculative, changes that would come about as a result of a move towards statehood or independence. I believe that Puerto Ricans have sufficient autonomy to deal with these issues and obtain more significant remedies. The status issue has to take a back seat until some of these other issues are gotten under control. We have been mired with the status question for 100 years and look at how far we, from a socio-economic perspective, have remained. We either refocus or remain in the same state for another 100 years.

If it was 1945, I would agree with you. In fact, your position was that taken by Muñoz Marin after the war, the good war. Despite that he wanted independence, the Navy, the real power on the island practically forced him to accept the status they designed in leu of being black mailed for transporting women for sexual purposes across state lines. Although incredible, these are the shenanigans that play in politics. "El status no esta en issue" became the rallying cry of the PPD. Conditions were quite different then. We had an exclusive entry into the U.S. market and we were able to attract job intensive industries with generous tax incentives. Operation boot strap was born! As the Cold War ended and the planet became embroiled in GLOBALIZATION, all our exlusive incentives went down the drain. Now others have entry into the American market via NAFTA, CARICOM and other negociations that are coming down the pike. This status does not work any more! Some draw backs in a NUT SHELL.......only some...... 1-Making treaties for cheaper fuel with Venezuela is out of the question. The U.S does not allow it. 2-American minimum wage standards have out PRICED US OUT OF WORLD MARKETS. we have no contriol over this. 3-All our products have to be transported on american ships, thus driving further up our costs of production. The only sure income left is to rely on WELFARE, which comes in just by asking. It is what fuels the statehood movement because 60% of the population lives on handouts! All of the above requires changes, most likely changes in status to bring us up to 21 century competitive standards. |
