The Custom laws that negatively affect trade in Puerto Rico were written for the benefit of the companies that give contributions to the congressmen that pass theses laws. This is usually the case with most any type of legislation that affects interstate commerce.

In order to change this situation you have to change the way political action groups do business with congress.

For Puerto Ricans this would mean we would need to have a powerful political base in Washington DC.

Statehood would be the first step for reaching this goal
