What do those little locks on the posts mean? I see it means a closed thread. But why and who does it?

Hi Lorelei, the owner of the thread (the one that started the thread), can open or close the thread. The control link is locate at the end of the thread, bottom right.

I like to close my threads that are for information only and I don't expect any comments about it, just saving space in the forum hard drives by preventing unnecessary comments that are irrelevant.

Many users comments on anything, and many times their comments basically defeat the purpose of the thread by not sticking to the theme.

For example, you may start a thread to comment about a current event in Vieques, something simple like they found a bullet in a house wall. It may start ok, but in the middle of the thread, it may talk about Cuba and communism, and end with personal attacks to users that comment. That is unnecessary, and fill the forum hard drives with garbage.

You can close a thread at any time. Let see, if you have a thread just that contain too many post and you will like to refresh and start a second one, just close the first one.

OTHO, if you like to comment on a thread that is lock, simply email the owner and ask to open it, and if not email available, cut and paste the information into a new thread and place your comment.

I hope this answer you question.

Talking It is a NEW TACTIC started by the independentistas:

A new TACTIC, which had been available all the time, but since the independentistas ran out of arguments and can't stand the heat of being told off, and need desperately to have the last word, they resorted to it .

Well, in this game we can both play the hearing impaired recalcitrant fool .
