Military bases and operations often create noises that bother the public.

The military is often very responsive to public complaints, particularly if they come from a U.S. Senator or Representative.

At some point, the military activity can so destroy your enjoyment of your property that there is taking in violation of the Fifth Amendment, which provides "nor shall private property be taken for public use, without just compensation."
