The short version

  • El Vocero reported the ASG bidding board awarded the reconstruction project for $7.8 million to the lowest-cost proposal
  • NotiCel stated FEMA allocated $3,998,011.51 for the project of which COR3 has disbursed $899,553
  • Both outlets reported the selected proposal came from Bella Sofia Contractors Inc. which scored highest on past performance capacity and price
  • El Vocero reported Irmaris Vicenty Berríos and María Marín Colón met with Coamo Mayor Juan Carlos García Padilla to discuss the award

Contract selection advances

The Administración de Terrenos de Puerto Rico announced progress on the repair and reconstruction of Hotel Baños de Coamo after the Junta de Subastas of the Administración de Servicios Generales adjudicated the project for $7.8 million. El Vocero reported the project will be financed with combined FEMA allocations and agency funds. The works include demolition, construction, masonry, concrete, roof replacement, waterproofing, plumbing, electrical systems, carpentry, doors, windows, painting, finishes and exterior work, both outlets stated.

The proposal selected was that of Bella Sofia Contractors Inc. It was the lowest cost among offers received and obtained the highest score in the evaluation by the Administración de Servicios Generales. Criteria included past performance, financial and technical capacity, delivery term, guarantee and price, according to both reports. The company must still present performance and payment bonds and meet all required certifications before the award is finalized, El Vocero and NotiCel reported.

Officials highlight economic benefits

Irmaris Vicenty Berríos, executive director of the Administración de Terrenos, said the adjudication "represents a decisive step" for the recovery of the hotel and to restore productive value to a public property with historic, touristic and economic potential. She added that the agency works so its assets generate opportunities, attract economic activity and benefit communities. El Vocero reported

Vicenty Berríos also stated the selection followed a competitive process and comprehensive evaluation to identify the best-value proposal, considering experience, technical capacity, available resources and guarantees. She noted the rehabilitation will act as a catalyst for tourism and commercial activity in the central region by promoting service contracts, material purchases, job creation and support for local merchants, both outlets reported.

COR3 details federal funding

María L. Marín Colón, executive director of COR3, said the adjudication "represents an important step" to advance reconstruction of the historic Hotel Baños de Coamo, which has great potential to drive economic and touristic development of Coamo and the southern region. NotiCel reported For this project FEMA assigned $3,998,011.51 of which COR3 has already disbursed $899,553.

Marín Colón added that her team has provided technical assistance and continuous follow-up to the Administración de Terrenos. The agency will continue working in coordination with the subrecipient to ensure the federal funds result in renewed infrastructure, economic activity and new opportunities for communities in the region, according to both reports. The Administración de Terrenos will monitor the process to ensure execution matches the scope, specifications and conditions.

Where the sources differ

Both El Vocero and NotiCel agree on the $7.8 million project value, the selection of Bella Sofia Contractors Inc. as the lowest-cost highest-scoring proposal, the detailed scope of works, the FEMA allocation of $3,998,011.51 with $899,553 already disbursed by COR3, and the requirement for bonds and certifications before final award. El Vocero alone reports that Irmaris Vicenty Berríos and María Marín Colón met with Coamo Mayor Juan Carlos García Padilla to discuss the contract award and project scope; NotiCel does not mention any such meeting.

What the reports do not say

The reports do not state when construction will begin, the expected completion date, the exact amount of agency funds to be used alongside the FEMA money, the total number of jobs to be created, or whether the hotel will reopen under public or private operation once rehabilitated.
