  • Police said the incident occurred around 7:50 p.m. in barrio Espinal after Morales Ortiz and her partner David Babilonia Miranda, 30, followed the sergeant on a motorcycle
  • El Vocero reported the events followed Babilonia Miranda's arrest that morning in Aguadilla for negligent driving without a license, threats, and obstructing Sgt. Dann López Villanueva
  • Telemundo Puerto Rico reported Judge Rolando Matos Acevedo found probable cause, set $10,000 bail which she posted, and ordered 24-hour house arrest with an electronic monitor

Incident tied to earlier traffic stop

Police informed reporters on Thursday, Oct. 8 that Roselyn Morales Ortiz was charged with attempted murder after she allegedly drove a 2003 gold Volvo S60 and tried to run over Sgt. Dexel Rivera Ramírez on two occasions while he was on official motorcycle duty on highway PR-115 in barrio Espinal, Aguada. Metro Puerto Rico reported the events took place around 7:50 p.m. on Monday, Oct. 5.

According to the Uniformed Police, Morales Ortiz was accompanied by her partner David Babilonia Miranda. The incident occurred hours after Babilonia Miranda had been arrested that same day around 11:30 a.m. on Avenida Victoria in Aguadilla for allegedly driving negligently and without a license. Police said he threatened Sgt. Dann López Villanueva, disturbed the peace and obstructed officers. El Nuevo Día reported that the first case was handled by Rivera Ramírez, consulted with prosecutor Rufino Jiménez and resulted in a $4,500 bond set by Judge Yailin González Echevarría, which Babilonia Miranda posted.

Arrest, charges and release conditions

Police stated that after the alleged attempt on Rivera Ramírez, both Morales Ortiz and Babilonia Miranda were arrested following legal warnings. Prosecutor Víctor Román Pérez filed the attempted-murder charge against Morales Ortiz before Judge Rolando Matos Acevedo, who found probable cause and set bail at $10,000. El Vocero reported that she posted the bond and was ordered to wear an electronic monitor while remaining under 24-hour house arrest.

The investigation was conducted by Agent Luis Sein Egipciaco under the supervision of Sgt. Nelson Hernández Acevedo and Lt. Orlando Camacho Vélez of the Homicide Division of the Criminal Investigation Corps in Aguadilla. Telemundo Puerto Rico reported the same sequence of events and court outcomes.

Where the sources differ

All four sources agree on the names and ages of Roselyn Morales Ortiz and David Babilonia Miranda, the date and approximate times of both incidents, the charge of attempted murder, the $10,000 bail and electronic monitoring with house arrest for Morales Ortiz, and the investigators involved. Metro Puerto Rico, El Vocero and El Nuevo Día explicitly state two attempts to run over the sergeant; Telemundo Puerto Rico says the same. Minor differences exist in wording and detail level: only El Vocero and El Nuevo Día name the first sergeant (Dann López Villanueva) and the vehicle color; Metro Puerto Rico alone mentions the second sergeant performing the legal warnings before both were arrested.

What the reports do not say

The reports do not state whether any physical contact occurred between the vehicle and the sergeant, whether the officer sustained injuries, the exact location on PR-115 where the attempts took place, or what responses if any were taken by police leadership beyond the arrest and investigation. No information is given on the status of additional charges against Babilonia Miranda related to the second incident.
