Dividend distribution and financial results
The Corporación Pública para la Supervisión y Seguro de Cooperativas de Puerto Rico (COSSEC) announced it will distribute $3,638,012 in dividends to insured cooperatives. Primera Hora reported this follows the corporation reaching its highest historical capitalization level of 2.98 percent and a net position of approximately $305 million at the close of fiscal year 2026.
The announcement was made during the 43rd Annual Informative Assembly. COSSEC President Mabel Jiménez Miranda presented financial and institutional results from the past five years. When she began her role in 2021, COSSEC had about $136 million to meet its obligations as insurer and capitalization below the legal optimum, she said. Jiménez Miranda attributed the improvement to financial discipline, risk evaluation and decisions made during the period. Metro Puerto Rico reported that COSSEC closed the year with approximately $370 million in assets, $30 million more than the prior year, and a net position of $305.1 million, up $47 million.

Growth of the cooperative system
As of June 2026 the cooperative system had more than $12,664 million in assets, a loan portfolio of approximately $7,958 million and 1.16 million members. Since 2022 assets have grown by more than $1,200 million, loans by nearly $2,000 million and membership by over 51,000, although the number of cooperatives fell from 107 to 91 through consolidation, according to Primera Hora. Metro Puerto Rico gave the exact membership figure of 1,166,126 and noted 91 insured credit unions with $11,275 million in shares and deposits.
During her tenure 33 new cooperatives were incorporated, including 19 youth cooperatives and 14 of other types such as two housing cooperatives, Metro Puerto Rico reported.
Access to federal financing and other initiatives
Five cooperatives—La Sagrada Familia, LarCoop, Camuy, Jesús Obrero and Isabela—have been admitted to the Federal Home Loan Bank of New York, while five others continue the process. The step was enabled by Law 73 of 2025, a memorandum of understanding with the bank and new regulatory requirements, Primera Hora reported. Jiménez Miranda said this provides new financial tools to expand service to members and communities.
COSSEC also reached an agreement with the Department of Justice to prevent and detect fraud and financial exploitation, especially of older adults. Ten cooperatives received $8.8 million through Inclusiv to expand consumer, mortgage and small-business loans, and six others obtained about $700,000 for small loans to people without credit history, according to Metro Puerto Rico.
Where the sources differ
Both Primera Hora and Metro Puerto Rico agree on the $3.6 million dividend distribution, the 2.98 percent capitalization rate, the $305 million net position and the June 2026 cooperative totals of roughly $12.664 billion in assets. Primera Hora gives the exact dividend figure of $3,638,012 and focuses on the five-year improvement from $136 million, while Metro Puerto Rico reports $370 million in COSSEC assets (up $30 million), a $47 million net position increase and exact membership of 1,166,126. Metro adds details on 33 new cooperatives formed, the Justice Department agreement and specific Inclusiv funding amounts that Primera Hora does not mention. Primera Hora alone reports the names of the five cooperatives admitted to the Federal Home Loan Bank of New York and the exact loan portfolio figure of $7.958 billion.
What the reports do not say
The reports do not state the exact date the dividend distribution will occur or how the $3.6 million will be allocated among individual cooperatives. They provide no breakdown of the $305 million net position by asset class or risk exposure. The articles do not indicate whether additional dividends are planned for future years or detail the specific requirements for the remaining five cooperatives seeking Federal Home Loan Bank membership. Responses from individual cooperatives or their members to the dividend announcement are not included.
